Puglia introduces new requirement for non-business holiday lettings

If you’re letting a property in the Italian region of Puglia on a short-term basis — even informally, outside of a registered business — a new regional requirement now applies to you.

Until recently, only imprenditoriale (business-run) tourist rentals in Puglia were required to file a formal start-of-activity notice with the local Comune. Owners letting privately, on a non-business basis, had no equivalent obligation at municipal level.

Now, following the publication of Regional Law 15/2025 in September 2025, non-business short-term lettings must also file what is known as a CIA — Comunicazione di Inizio Attività — with the SUAP office of the Comune where the property is located.

Who is affected

The obligation applies to owners whose property was already registered on the regional platform DMS Puglia — that is, already held a CIR or CIN — before 30 September 2025. If that describes your property, the CIA needs to be filed by 31st December 2026.

What the CIA involves

The filing is submitted electronically and typically requires:

  • The property’s deed and cadastral details
  • Proof of civil liability insurance covering guests
  • The certificate of occupancy (agibilità)
  • A floor plan

Filing is done via SPID (Public Digital Identity System) through the SUAP portal. If you are not resident in Italy, you will need to enlist the services of a delegated professional to do this for you.

In short, if you have a property in Puglia offering non-business short-term holiday rentals and have had your CIN code since before 30.9.2025, you must file a start of activity notice with your Comune by 31st December 2026.

Just getting to grips with all those acronyms can be an ordeal in itself, and we realise this latest addition to an already weighty load of rules and regulations surrounding holiday rentals might be daunting, so please get in touch if we can be of any assistance.
